International Forensic Laboratory DevelopmentPBSI provides training and technical assistance programs to forensic laboratories in developing democracies and post conflict nations. Our forensic advisors mentor laboratory managers and examiners in internationally accepted methods of forensic management and examination. The goal of the assistance is to develop the laboratory to a sustainable level capable of continual self-improvement Scope of ServicesThe scope of services PBSI can provide covers the spectrum of developmental needs. PBSI advisors have developed forensic programs from concept to completion. Our advisors design and implement directed training programs designed to create examination programs that are compatible with the level of technology that is sustainable by the project country. No project is too big or too small. Our services cover the following: Strategy, Policy, Doctrine, Analysis of all types, whether pertaining to Data, Equipment, Tactics, or Training, Integration Services of all types, Research and Development, Interoperability, Subject Matter Expert (SME) test and evaluation, forensic analyses, court testimony, forensic training, validation and verification. Our management development activities range from building a forensic laboratory from nothing to preparing an existing operation for accreditation. PBSI uses senior level forensic examiners with a broad background in specific examination techniques to mentor laboratory examiners. They teach internationally accepted forensic examination techniques and quality assurance procedures. Our experience spans nearly two decades implementing programs in over 30 countries including: Armenia, Australia, Azerbaijan, Bangladesh, Belarus, Bosnia, Bulgaria, Canada, Cayman Islands, Dominical Republic, Republic of Georgia, Haiti, Hungary, Indonesia, Iraq, Kazakhstan, Kosovo, Kyrgyzstan, Liberia, Lithuania, Moldova, Mozambique, Netherlands, Nigeria, South Africa, Senegal, Tanzania, Thailand, Turkmenistan, Uganda, Ukraine and Uzbekistan. PBSI principals and senior advisors provide more than just consulting and academic experience. Each member of our team has two or more decades of HANDS-ON laborator experience. We understand complex environments and our advisors include some of the country’s leading forensic experts who understand and are able to adapt to the unique situations of implementing programs in developing democracies and post conflict nations. PBSI advisors have a long history working with the Bureau for International Narcotics and Law Enforcement Affairs (INL) to develop and implement multi-year, multi-disciplinary, interagency rule of law projects. Sustainability and measures of effectiveness are integral parts of all project design. Our approach is to deliver training and assistance programs that are host country specific and based on international standards. MethodologyPBSI utilizes our standard five development modules to address the different phases of laboratory development. Any combination of modules can be used to meet the needs of the project country. The developmental modules include:
PBSI recommends that the level of technology be implemented is based upon what the project country can financially sustain. PBSI forensic advisors can recommend and implement the appropriate level of technology for a given situation. They also provide training in topics ranging from crime scene to courtroom.
