The authority of a government is partially represented by its police force. The main duties of the police force are to maintain law and order, protect human rights, prevent and combat crime and provide assistance to the populace. At all times, the police force operate in accordance with the domestic and international law enforcement standards and demonstrate commitment to the rule of law in practice.

The success of implementing a civilian police force based on the principles of democratic policing and the rule of law hinges on the basic training police recruits receive during their initial training. Without a solid foundation in basic police skills that are accepted by the international community, the recruit is doomed to fail. Therefore, the development and implementation of a police training academy that is focused on establishing a solid foundation of basic police skills that is applicable to the project country.

PBSI’s team of advisors understand the differences between training civilian police in the US and training civilian police in developing democracies and post conflict nations. They have provided academy development assistance in Kosovo, Kuwait, Macedonia and Panama. Additionally, our team has former directors of nationally accredited law enforcement training academies who understand the concepts of adult learning and the universal instruction techniques that have proven effective in training police recruits.

Scope of Services

• Evaluate the basic civilian police training needs of the project country and provide recommendations concerning the steps required to establish a civilian police training academy that meets the needs of the project country and complies with international principles of democratic policing.
• Oversight of USG efforts for police program reform in the host country.  PBSI advisors can assist by serving as the technical police expert and strategist in formulating policy recommendations related to the development and implementation of an effective police program.
• Assist the funding agency and host country personnel in carrying out appropriate statutory and regulatory responsibilities relating the police programs.
• Coordinate police training missions with USG funding agencies and host country personnel
• Provide policy oversight and ensure that all of the different police training programs at the mission are coherent and cooperating without intruding on the authority of any individual agency to run its own programs.
• Conduct ongoing program dialogue with host country government officials and with non-governmental organization (NGO) decision makers, to ensure broad political and financial support for these programs.
• Provides assistance in transitioning from military police to civilian police models.
• Advance USG and multilateral agenda by implementing anticorruption measures in government and private sectors.
• Law enforcement training academy facility design and requirements.
• Development of police academy curriculum.
• Training and mentoring of law enforcement academy managers.
• Preparation of training academy policies and procedures.
• Law enforcement trainer the trainer instruction.
• Provides police trainers as required.

Methodology

PBSI utilizes our standard five development modules to address the different phases of laboratory development. Any combination of modules can be used to meet the needs of the project country. The developmental modules include:
