Corrections
The corrections system is the most neglected portion of the criminal justice systems of post conflict and developing nations. The human rights and dignity of individuals (pre and post conviction) in the prison and jail systems in these countries are routinely non-existent. PBSI corrections development and prison reform programs utilize a holistic approach that focuses on the development of basic corrections skills and proven prison management practices to establish a functional corrections system and achieve sustainable reform. The PBSI development model is to adapt internationally accepted principles of incarceration to the realities of the situation in the project country. PBSI advisors mentor the host country to create rules of imprisonment that preserve human dignity and their associated rights. Corrections Academy Development & ImplementationThe success of implementing a corrections system based on the principles of the preservation of human rights and dignity as well as the rule of law hinges on the basic training the corrections officer recruits receive during their initial training. Without a solid foundation in basic skills that are accepted by the international community, the recruit is doomed to fail. Therefore, the development and implementation of a corrections officer training academy that is focused on establishing basic skills that is appropriate for the host country is essential. PBSI advisors understand the differences between training civilian police in the US and training corrections officers. Each requires a specific skill set even though there is some overlap in their roles in the criminal justice system. Although they have yet to implement a corrections/prison reform program in a developing democracy or post conflict nation, PBSI corrections advisors understanding of the cultural differences between the US and the project country as well as the internationally accepted standards of incarceration and its alternatives will allow them to develop and implement a sustainable correctional training program. MethodologyPBSI utilizes our standard five development modules to address the different phases of laboratory development. Any combination of modules can be used to meet the needs of the project country. The developmental modules include:
Directed Training - CorrectionsAs in law enforcement development programs, there are instances in which the discovery session reveals that the establishment or modification of the basic training curriculum is not required because a functioning police academy has been established by the U.S. Government, the United Nations or some other organization. Additionally, because of the scope of the reform that is required it is impractical to place an entire group of corrections officers out of service for the entire duration of a basic training academy. In these instances it may be more appropriate to provided directed training on specific areas of corrections theory and prison reform. These training programs are required to augment the training that is provided as part of the basic skills that are taught at the corrections academy. Additionally, advanced training and technical assistance in specific areas of investigation may be requests to combat specific types of criminal activity. PBSI law enforcement advisors are able to evaluate the needs for supplemental and advance training and design and implement training and technical assistance programs to meet these needs.
