The use, sale and distribution of contraband drugs have ramifications far beyond the drug’s effect on the user. Failure to combat illegal drugs in emerging and post conflict nations has a negative impact on the host country. Additionally, trafficking in narcotics:

• Threatens the national security
• Undermines the security of local communities by funding illegal militias and terrorism
• Has a negative impact on economic growth
• Fuels corruption and reducing governmental stability
• Ruins the country's international reputation
• Jeopardizes criminal justice reform efforts
• Encourages an increase in addition to opium/heroin/cocaine/marijuana among the country's youth and families
• Supplies tens of millions of people addicted to opium/heron /cocaine/marijuana in neighboring countries

Scope of Services

The goals of a sustainable and well-defined counter narcotics services provided by PBSI will include training and assistance programs aimed at augmenting the ability of the host country/responsible agencies to investigate, interdict, prosecute, and seize criminal. The performance indicators for the counter narcotic program must include:

• Increased number of interdictions and quantity of drugs and contraband seized;
• Increased number of arrests and successful prosecutions of drug traffickers and money launderers; and
• Increased amount and value of illicit assets seized and forfeited.

To facilitate the host country’s ability to eliminate the flow of illegal drugs, PBSI advisors provide technical and training assistance focusing on the following areas:

• Ability to detect and interdict drug shipments,
• Bring traffickers and other criminals to trial,
• Attack money laundering, and
• Counter drug-related corruption.
• Streamline judicial process, reduce court backlogs, and protect witnesses from intimidation and murder.
