Police Command Training
The effectiveness of a civilian police force is directly proportional to the quality of its leadership. Possessing the basic police skills required to enforce the rule of law does not guarantee the effectiveness of its application. Therefore, it is essential that the management of the emerging civilian police force be provided the tools they require to competently administer the department’s daily operation as well as plan for its future needs. PBSI utilizes advisors with the knowledge skills and abilities to train and mentor the senior staff of the police agencies of developing democracies and post conflict nations. As graduates from the FBI National Academy, the Northwest Traffic Institute’s and/or the U.S. Army Command and General Staff College, and as former chiefs of police or country sheriffs, the PBSI law enforcement management advisors possess the academic background with real world experience to mentor and instruct the project country’s senior staff in the methods of managing modern civilian police departments. In some instances, command staff training should take place prior to the recruitment, selection and training of basic police offices. It may be a wiser course of action to establish and train the management staff first, in situations in which a civilian police force does not exist and is being created form a conceptual plan. This will allow the senior manager to take an active role in the developmental process, thus creating a level of ownership in the program. Scope of Services
